Theresa B. Stephenson

Theresa B. Stephenson is the Chair of the Northward Carolina Board of Review.  Theresa was appointed past Governor Roy Cooper in 2019 and unanimously confirmed by the General Assembly.  She is the representative of the general public.

Theresa Stephenson is a graduate of Peace Higher and North Carolina Land University.  She graduated from Campbell University School of Law and has practiced police force in Due north Carolina for over 34 years.  Theresa Stephenson has served the State of North Carolina for over 31 years in various capacities:  equally an Assistant District Attorney, Personnel Director for Caswell Center in Kinston (a DHHS facility which had over 1800 employees at that time), a Deputy Commissioner with the North Carolina Industrial Commission for 19 years, and Special Deputy Full general Counsel for the Northward Carolina Department of Public Safety prior to her electric current appointment.  The vast bulk of her career has been in Employment Police force.  While in private do she  represented clients in Unemployment Constabulary and before the Function of Authoritative Hearings and the Industrial Commission.  Ms. Stephenson'southward time on the bench and her extensive trial feel is benign to her position as Chair for the N.C. Lath of Review.

Theresa Stephenson has been a Certified Mediator continuously since 1995; and is rated AV Preeminent past Martindale Hubbell, which is the highest possible rating for both Legal Ability and Upstanding Standards.  While at the Due north Carolina Dept. of Public Condom she received the DPS Badge of Excellence for innovation and efficiency, the highest accolade accorded a DPS employee; and was nominated for the Governor'south Award of Excellence.

Theresa Stephenson is married to James B. Stephenson, II, a Senior Partner of Stephenson Law, LLC in Cary, North.C.  The Stephenson's have two daughters, ane of which followed in her parents' footsteps and practices Family Law in Cary, N.C.  A Northward Carolina native, Ms. Stephenson is also an Advanced Certified Equestrian Passenger vehicle for N.C. Special Olympics.

Jean Farmer-Butterfield

Jean Farmer-Butterfield is the Vice-Chair of the Due north Carolina Board of Review. She is the representative of the employers on the board. Jean was appointed to a four year term past Governor Roy Cooper in 2020, and confirmed unanimously by the NC House of Representatives, and affirmed by the Senate.

Farmer-Butterfield served as a member of the N.C. House of Representatives from 2003 until her appointment in July 2020. She served every bit a Democratic fellow member of the Full general Associates representing the 24th Firm Commune, including constituents over the years in Nash, Edgecombe, Pitt, and Wilson County.

Jean earned her BA. and MA degrees from North Carolina Central University (NCCU) with majors in Folklore and Guidance and Counseling, and  minors in Early on Childhood and English. She did avant-garde study at  the School of Law at NCCU, and North Carolina Country University in Assistants and Supervision; Developmental Disabilities.

While in the NC Legislature, Jean served on several committees, including merely not limited to: Commerce, Job Development, Judiciary, Joint Appropriations, Pensions and Retirement, Small Business  and Entrepreneurship, Joint Health and Humans Services Oversight, Armed forces, Rules, Education, Program Evaluation, Health, Health and Human being Services Appropriations, Local Government, Crumbling, Children, Youth and Families, Federal Relations and Trade, Articulation Redistricting, Regulatory Reform, Select Commission on COVID-19, Disaster Relief, and  Ethics.

Farmer-Butterfield worked as a immature educatee for her father's modest business. She professionally worked as a schoolhouse teacher, and every bit an executive, manager, ambassador, and leader at the local, regional, and land levels of government from 1971 to 1988. Additionally she has all-encompassing feel working as a consultant, and in the not-profit sector at the state and national levels. These experiences have allowed her the opportunity to address unemployment insurance benefits from the employers' and the employees' perspectives.

Founder and /or Member of several clubs and organizations, including the Chamber of Commerce; National Guardianship Association; Delta Sigma Theta Sorority; The Links, and several others.

Jean has 2 daughters, a son-in-constabulary, and two grandsons. She is a member of Jackson Chapel Beginning Missionary Baptist Church where she resides in Wilson, NC.
